Inspections establish regulations for the technical standards for essential fire prevention equipment and other items from the perspective of fire prevention, fire extinguishing, and life rescue and aid. Inspections are the carrying out of strict tests and surveys by government organizations to maintain product quality. Items that do not pass inspection cannot be sold, displayed for the purpose of sale or used in construction. JFEII is an inspection organization that conducts inspections under the Fire Services Act.
Among fire prevention equipment, the following 14 items have been established as inspection items (equipments).

The inspection system consists of model approval and lot inspection.
When the construction, materials, ingredients and performance of fire prevention equipment conform to the technical standards established by the Ministry of Internal Affairs and Communications, the Ministry approves the model. JFEII is in charge of model testing to confirm whether or not fire prevention equipment conforms to these standards.
JFEII conducts inspections at the manufacturer's facility to determine whether or not individual units of fire prevention equipment meet the construction, material, ingredient and performance standards approved for the model. Items that pass inspection are stamped with a mark of approval.

When someone wants to receive an inspection, they must first apply to JFEII for a model test. Attached to the test application form are a number of samples with a file including design drawings, product specifications, outline of the manufacturing facility and test results conducted by the applicant which are submitted to JFEII.
The applicant attaches the notice from JFEII indicating that the model meets technical standards to an application for model approval for the Ministry of Internal Affairs and Communications. If approved, the item is assigned a model number and the applicant commences manufacturing.
The applicant applies to JFEII for lot inspection of the manufactured product.
JFEII carries out an inspection at the factory of the applicant and, if approved, the appropriate certification mark is applied to the product.
Among compulsory inspection items, there is fire prevention equipment that due to new technology does not conform to technical standards established by the Ministry of Internal Affairs and Communications, but nevertheless has superior performance and other outstanding characteristics.
If these products can be evaluated as having equal or superior performance when compared to these standards, they can receive inspection based on special standards established by the Ministry.
The evaluation is carried out by the Technical Appraisal Board of experts who then submit their opinion to the Ministry of Internal Affairs and Communications.
