
In recent years, structures that are protected from fire have rapidly increased in scale, number of floors, depth underground, and complexity and their uses and forms of use have diversified.
In response to these circumstances, legal reforms that introduce performance-oriented
standards have been carried out to permit a flexible response to the use of new
technologies that were not anticipated by technical standards for fire-fighting
equipment that primarily stipulate specification-oriented standards.
If special fire-fighting equipment etc. that does not comply with standards under
technical standards for fire-fighting equipment etc. stipulated by Cabinet Order
has been certified by the Ministry of Internal Affairs and Communications as
having performance equal to that of fire-fighting equipment etc. that is normally
used and is installed and maintained according to plans concerning the installation
and maintenance of special fire-fighting equipment, it can be installed in place
of fire-fighting equipment etc.

Manufacturers that intend to receive this certification by the Ministry of Internal
Affairs and Communications are legally
required to obtain a performance evaluation by an organization such as the Japan
Fire Equipment Inspection Institute.
The Japan Fire Equipment Inspection Institute began employing the advanced technological capabilities and testing equipment that it has cultivated through its inspection and appraisals of fire fighting equipment to carry out performance evaluations of special fire fighting equipment on June 2004 as an organization performing performance evaluations stipulated by the Fire Services Law.
